Before any business can go into the internet, they would need to have a website and that's where you come in. Most small business owners do not have the skills to be a web designer. You do, and you can do it better and faster than them. It may even cost them more if they do it on their own.
The key there is to show them the possibilities and importance of being online and the potential income they could make form increased sales. If you can package it in a way where they'll see the cost of having internet presence as small compared to the income it could bring, then you could close many deals.
Check out your local telephone book. Do all of the businesses listed there have a website? If not call them, and arrange for a meeting.
There is also income to be made for existing website owners. It's called website maintenance. For some business owners, they would probably need somebody to update their website with new products announcements, new photos, and additional web pages.
And I'm just talking about local business in your area. I'm pretty sure, there are a lot of other opportunities nationwide.
